No he did not lie. He fulfilled that covenant in Jesus. We are all to accept Jesus for salvation. This is basic Christianity. You must not be Christian.
I believe God keeps His promises. I quote Scripture which is the inerrant Word of God
Exo_34:27 And the LORD said unto Moses, Write thou these words: for after the tenor of these words I have made a covenant with thee and with Israel.
Psa_89:34 My covenant will I not break, nor alter the thing that is gone out of my lips.
