Because that's the only conclusion one can reach as to why people pray to Mary. That is that they think God won't answer their prayers to HIM if they pray themselves, even after He promised He would.
Praying to Mary thinking that she can bend His ear displays an appalling lack of trust in God, His promises, and His character.
