If drug use is a sin, and drug use is also a crime, what does it mean if drug use gets turned into a non-crime by prosecutorial discretion and by new legislation?
If a falling crime rate simply no longer includes drug use does that mean the ‘sin rate’ has decreased? Answer: no.
