You really have to wonder just how far Francis needs to go before “the Vatican” actually condemns him. Then again, I suspect “the Vatican” is totally okay with his remarks.

By “the Vatican,” I assume that you mean the Roman Curia, the Vatican based administrative structure of the Catholic Church. I am sure that Pope Francis has them deeply worried and buttoning down the hatches for the sake of survival. They are obliged though to be at least nominally loyal to the Pope.
