There’s a difference between foreknowing and predestining.
I don’t see Him choosing to love one and hate another based on some supposed criteria known only to God. That would make Him a respecter of persons based on SOMETHING.
Rather I see it as He foreknew the choices each man would make and makes the statement based on what He knew would transpire.
