Almost all Catholic Churches / parishes could be considered "shrines" for some holy person, human or angelic, in the sense that they are named and dedicated to, e.g. St. John the Baptist, St. Michael the Archangel, St. Mary, etc. And Pope John Paul II *is* a canonized saint.
All this honor of saints is to the greater glory of God.
