Vast majority of the occurrences of the word border in the Bible refer to national borders, and not as something to be routinely violated.

Perhaps you’re missing the nuance here? Francis didn’t say, ‘Fellow Catholics, who ate WE to judge?’

He said, ‘Catholics, who are YOU to judge?’

A not so subtle distinction, at least in terms of POV. (Kind of reminds me of Obama. He’s got a Bill Clinton index finger, when it comes to pointing it at others.)
