So the question is if there are traditional Lutheran groups who endorse Luther’s ‘On the Jews and Their Lies’?

I’ve never heard of such a group, but there are FReepers very familiar with groups that hate Jews so perhaps they might share their knowledge of such Lutheran groups.

No; that is not the question. The poster Buckeye McFrog wrote "Yup. The Lutheran Church has formally apologized to the Jews for this text." The assertion implies there is such an entity. There is no assertion of groups.

The question would then be is there such an entity, and is there evidence the assertion is true ? If the ELCA is that entity, then the other groups are not, and the assertion is true as evidenced by the linked document.
