My recollection is that Jeffrey Sachs was very influential just after the Soviet Union went away, advising Yeltsin’s government and the people who became the “oligarchs” in Russia. He was instrumental in the transformation in the Russian economy in the early 1990’s, making a ton of money as a consultant there if I recall correctly. I think he was behind the idea to break up former government run firms and distribute “stock” in the successor companies to “the people”. The people were quickly convinced to cash in their shares and the oligarchs bought them up and wound up with control for a while, until the government under Putin began to wrest back some control from the oligarchs. Jeffrey Sachs was the primary Western advisor who got that ball rolling.
