He can’t give an exemption because this is a prudential judgment, not a question of doctrine.

It's not about doctrine. It's about one's morality developed from a well-formed Catholic conscience.

He could and should give exemptions.

Conscience is for discernment of moral questions. Conscience doesn’t generate morality. Morality doesn’t develop from conscience, well developed or otherwise.
