Yes, he was referring to him. Our former priest was a past abuser. He went through 10 yrs of treatment and as far as anyone knows he has never offended again in the past 25 yrs. Our bishop, knowing this, assigned him to our parish at the end of '98 because Bishop Hubbard assured him that the priest was fine. And in reality he did behave. I do imagine that if Hubbard is fighting against zero tolerance for past abuse it is probably because of this priest.

If you are a "modernist"
NO!
and draw spiritual inspiration from the contemporary view that girls should serve at the altar,
No, but there are no Catholic Churches within 100 miles where girls aren't serving.
support the notion of female ordination,
Absolutely not
enjoy sitting through the consecration of the eucharist,
Thank God, we kneel.
prefer liturgical banners to statues, No
find solace in a bare cross
Heaven's NO!
and support the notion of a homosexual priesthood,
More than absolutely not.
then you would feel right at home in the Albany diocese.
I'm glad I live in New Mexico:-}

I think our bishop runs pretty much in the middle, but I could be wrong, I don't know him well.

Perhaps the following article that I just posted will help claify your bishop's stance. Hubbard played a key role in reversing the zero tolerance policy at the USCCB.

As bishops' talks end, scandal's effects linger
