I attended a very similar service in the diocese of Richmond, Virginia, only the priest didn't get into any kind of difficulty with the bishop. Either he didn't know or it had his approval.

"Ignorance of the law is no excuse".

There is NO WAY he didn't know. He should be reported to the bishop and if the bishop doesn't object then both of them should be reported to Rome.

The greatest gift our Lord left to His church is His Real Presence in the Eucharist.
