# THE EUROPEAN UNION #- 11/15 of the EU states have ratified the statute
- Greece, Ireland, Portugal or the United Kingdom have not, but these four countries are in the process of ratifying
# NATO #- 11/19 of the NATO states have ratified the statute
- The Czech Republic, Greece, Hungary, Poland, Portugal, Turkey, the United Kingdom or the United States have not. Six of these countries, all but Turkey and the United States, are in the process of ratifying
- Turkey is, after Clinton's last-minute acts, the only NATO country that has abstained from signing the statute
# OTHER KEY COUNTRIES #- Australia has signed and is working on ratification
- China has not signed the Rome Statute
- India has not signed the Rome Statute but is considering doing so
- Israel has signed, but is awaiting clarification on several issues
- Japan has not signed, but is said to consider signing and ratifying simultaneously
- Russia has signed the statute
