Chinese firms helping put phone system in Kabul

Two Chinese state-run telecommunications companies are helping the Taliban militia install a telephone system in Afghanistan's capital, according to U.S. intelligence officials.
The companies, Zhongxing Telecom and Huawei Technologies, have been working on the telephone system in Kabul for the past two years, said intelligence officials who spoke on the condition of anonymity.

I looked up
Huawei Technologies on the internet. Gertz says it is state-owned by China - however its own website claims differently:
Established in 1988, Huawei Technologies is a private high-tech enterprise fully owned by its employees....
Huawei has set up over 40 branch offices worldwide. It has set up research institutes including the Silicon Valley, Bangalore, Stockholm, Moscow, Beijing and Shanghai. Huawei's products have been in application in over 40 countries, including Brazil, Germany, Kenya, Russia, Thailand, USA, etc.

Looking up their old press releases at the company's website, I found this:
President Jiang Zemin Visits Huawei
On Feb. 22, 2000, President Jiang Zemin of People's Republic of China Visited Huawei Technologies. During the one-hour visit to Huawei's headquarters based in Shenzhen, President Jiang showed high spirits in taking a careful look at the high-tech equipment made by Huawei. He was deeply impressed by the company's high-speed increase in the recent years and the advanced technology of the company.
