One reason the Government Agencies and/or Services have trouble operating jointly is that they don't speak the same language.
Let's assume there's a building to be "secured" in Washington DC:
the Navy would turn off the lights and lock the doors
the Army would occupy it so no one could enter
the Marines would call for an air strike, assault the structure with heavy artillery, ground and small arms fire, capture the facility, fortify and hold the ground at all costs until properly relieved, SEMPER FI!
the Air Force would take out a three-year lease with an option to buy
the FBI would surround it so no one could enter or leave, then shoot
the DEA would enter and ransack it looking for (whatever), then leave
the ATF would assault it; burning it to the ground in the process
the DC Police Department might show up tomorrow
the DC Fire Department would not respond; their trucks are broken down
a DC judge would condemn the building for fire code violations
the DC School Board would close the building, then hold hearings
the Mayor would say what a nice building it was but deny ever being there
the DC Control Board would question if the City needed the building
Congress would hold hearings on securing buildings & direct a study
GSA would direct a competition for leased building space and solicit bids
NSA would demolish it, build a new one on the site, but use another name
DIA would complain that there wasn't enough parking
the CIA would deny that the building existed
the DOD would issue an RFP to determine who should occupy it
DOS would whine they need the rest of the government to for refurbishing
the VA would promise to secure it in three years or so if staffing permits
DNC would declare that it didn't know where the deed to it came from
the "Washington Post" would memorialize it with an article
A father and his son are walking the Manhattan streets when the father stops at a vacant lot takes a deep breath and tells his son: "To think that at one time here on this very lot stood the Twin Towers." The son looks at his father and asked: "Dad, what are the Twin Towers?"
Father says: "My dear son, the Twin Towers were two tremendously tall buildings with lots of offices that were the heart of New York City, but approx. 31 years ago, some Arabs destroyed the buildings."
The boy then thought for a minute and then asked his father: "Daddy what are Arabs?"
