WASHINGTON (AP) - President Bush moved Monday to tighten restrictions on immigration rules so that "aliens who commit or support terror" would be barred entry to the United States.
Bush planned to announce creation of a "foreign terrorist tracking force" that would coordinate efforts by government agencies to keep those with links to terror organizations out of the country, and "locate, detain, prosecute or deport" terror group associates who already live here, said White House spokesman Ari Fleischer.
"Obviously, on Sept. 11, a group of alien terrorists got into our nation and attacked the Pentagon and World Trade Center, so obviously there's a need for tightening up," Fleischer said. "The president believes that the foreign terrorist tracking task force can ... do its best to prevent any future episodes."
Bush was announcing the task force Monday during a meeting of his homeland security council. The session will be the first chaired by Bush since the council's creation in the wake of the Sept. 11 attacks.
Fleischer did not offer more details on the task force or say which agencies would work with it. But those involved, he said, will be directed by Bush to "work together to locate, detain, prosecute or deport any aliens who are already here who may be engaging in terrorism."
"Obviously people got in and committed the crimes they committed, and that's one lesson we should take from it," Fleischer said.

""aliens who commit or support terror" would be barred entry to the United States. "Duh!!!!This is the new rule tightening????
Does this mean that before you could enter the US if you declared yourself a terorist?
It was more restrictive for a legal US citizen with no criminal record to purchase a gun than for a known terrorist to enter this country......
Why did this executive order from Bush TAKE OVER 45 DAYS TO BE ISSUED FROM THE INITIAL BOMBING????

I'm impressed more and more each day with President Bush. He was underestimated by so many...and he is accomplishing so much for our country in such a short time. This is a well-needed correction to the INS and let's look forward to other corrections of failed policies in the future.

"Is this an executive order?"Does it matter whether it was a formal E.O. or a policy change for the Immigration and Naturalization Service...
Don't mean to be picky but the net effect is the same.

It appears that in his compassionate mood Pres. Bush chose not to fire any INS officials responsible. These rules give a cover for Clinton holdovers in the INS.
CLEAN HOUSE!

Officially called the ACLU Lawyers' Full Employment Act of 2001.

Necessary move. Glad to hear it.

Part of what gets swept under the rug by this action is the following:
Bush, CLEAN HOUSE!

This is an announcement of an announcement. No details are given. Exactly what are you criticizing ?

Keep in mind that 45 days is not a long time to create a new cabinet position, man it, and then start putting it into operation, all the while restructuring the Pentagon and fighting a war in an almost unreacable foreign land. Sounds like a superhuman accomplishment to me, not something to be critisized.

Does it matter whether it was a formal E.O. or a policy change for the Immigration and Naturalization Service... ? Yes it matters, because almost all of today's growing population of quasi-legal rules and regulations should be a matter of properly passed law -- House, Senate, President -- not dictatorial edicts such as those common in Communist nations and/or banana republics.

It's not just Clinton holdovers that are the problem. This seed of destruction has been growing in our country for many years. The people who work INS must have a paradigm change in their attitude towards immigrants and the safety of our nation. Several weeks ago Doris(?-I can't remember her last name) who used to head the INS stated on FoxNews that it wasn't the INS' job to locate immigrants whose visas had expired. And that she told all of her employees this. I'm afraid to ask who she feels the job belongs to. Personally, I believe President Bush needs to give the INS an overhaul and a new explanation of exactly what their job description is.

My guess is that President Bush has received more than enough daily intelligence reports that show infiltrations by Mideast terrorists through the open mexican border, and possible taking advantage of liberalized NAFTA truck rules, waiving folks through quickly, etc.
He may have surmised that if there was another major terrorist action in the US killing hundreds or thousands that could be attributed to the "open fence" policy, then he could kiss re-election bye bye in 2004.
I for one think the Mexican trucks idea is dead and buried in its NAFTA/PC/diversity/FreeTrade/OpenBorders grave.
At least I hope so....

This is a start. Obviously terrorist Islamics aren't gonna broadcast their intentions, and thier so-called "moderate" Islamic brethren are hush-hush, therefore, I say KICK 'EM ALL OUT!

This doesn't make everything he does "golden" and above review and comment (including critisism)..
Dubya moved too slow on this issue.....It doesn't take a new cabinet position to demand a policy review from the head of the INS, just 24 hours to appear before the cabinet room at the White House with a specific list of new policies and rules to immediately tighten our controls....
The war is being persecuted by the Pentagon and has no impact on this......Tom Ridge would have to catch-up and learn as he goes......
Remember, the administration was putting out almost daily warnings regarding terrorists in our midst and that a second strike is imminent.
One would think that a immediate immigration shutdown from terror sponsoring countries would have been in effect...
But last weeks events with the 10 Syrian STUDENT PILOT's in for training at a flight school in Dallas shows otherwise....The FBI was alerted not by I&S but by concerned citizens when the students showed up....
Dubya has made more right and brilliant moves than not but this one IMHO is a glaring discrepancy....
