The truth behind Putin's smile (GOOD ON YER, VLAD)
The Daily Telegraph ^ | November 18, 2001 | Anne Applebaum

Posted on 11/18/2001 3:14:22 AM PST by MadIvan

VLADIMIR PUTIN, former KGB agent, now Russian president, has just spent two days at George Bush's ranch in Crawford, Texas. He and his wife, Lyudmilla, were reported to have enjoyed a "lovefest of backslapping and wisecracking". They were pleasantly surprised by the "homey" atmosphere, and enjoyed their steak-and-catfish barbecue. But although it is touching to see one of our busier international statesmen enjoying himself so thoroughly, Putin's behaviour in Texas ought to raise a few questions as well. Why is he doing this? What does he expect get out of it?

It isn't just the hyper-cheerful meeting in Crawford which needs explanation, of course, but all of President Putin's behaviour for the past two months, which is far more extraordinary than most realise. When asked to name the country which poses the greatest threat to Russia, the majority of Putin's compatriots still say "the United States of America". Much of Russia's security establishment feels the same way: only last week, 18 top brass signed an open letter of protest against the new direction of Russian foreign policy. It is now clearer than ever that Putin went over their heads when he rang George Bush on September 11 to tell him that "we are with you".

Since then, Putin himself has led the policy of strategic rapprochement with the United States, dragging his generals kicking and screaming behind him. Putin made them hand over intelligence about Afghanistan, and open up bases in Tajikistan and Uzbekistan to American troops. Unprompted, he also ordered them to close Russian intelligence-gathering bases in Cuba and Vietnam, provoking howls about "one-sided sacrifices" in the Russian press.

Many believe that the explanation for Putin's bravado can be found in Russia's raison d'etat, and there is something to this. By taking America's side, Putin won himself a larger role in future decisions about Nato expansion, greater influence in missile defence negotiations, and a better shot at entering the World Trade Organisation on favorable terms. And yet Putin's commitment to America's war on terrorism was made so abruptly, and is so clearly personal, that I suspect it comes from something deeper: his racism. Or - since racism is a harsh word - perhaps it is better to say that his commitment comes from his deep belief that the greatest threat to Russia now comes not from the West and Nato, but from the South and Islam.

If the world is going to be divided, in other words, he wants to be on the side of the North. The Russian president apparently said as much in a speech he gave to top military officers last week, just before his departure for Crawford. He has also spoken in the past of how much he was influenced by the war in Chechnya, the war which brought him to power. Chechnya, apparently, is where he first understood how profoundly civilisations can clash. Putin shares these views with his countrymen, who never did have the American or British government's qualms about discriminatory treatment of Muslims - often referred to in Russia as "blacks". Muslim traders in Russia have always been harassed, and lately they've been attacked by angry mobs, just as in the pogroms of the past.

None of which makes President Putin a worse military ally, but it might make him a more awkward friend. When we tell the world's Muslims that our war isn't against them, we'd better make sure our Russian partners are acting as if they believe it.

This article actually makes me feel even better about our friend Vladimir. He obviously knows what he is doing, is clear, has a good strategy, and having a healthy scepticism about Muslim countries is sensible, not "racist".

Putin is a clever man - he did meet with Muslim clerics in Russia to continue the cover that it is not about Islam per se. But he is correct in assessing the threat to Russia.

Regards, Ivan

But if we fail, then the whole world, including the United States, including all that we have known and cared for, will sink into the abyss of a new Dark Age made more sinister, and perhaps more protracted, by the lights of perverted science. Let us therefore brace ourselves to our duties, and so bear ourselves that, if the British Empire and its Commonwealth last for a thousand years, men will still say, "This was their finest hour."

Today is Trinity Sunday. Centuries ago words were written to be a call and a spur to the faithful servants of Truth and Justice: "Arm yourselves, and be ye men of valour, and be in readiness for the conflict; for it is better for us to perish in battle than to look upon the outrage of our nation and our altar. As the Will of God is in Heaven, even so let it be." - Winston Churchill, 1940

This then, my lords and gentlemen, is the message which we send forth today to all states and nations, bound or free, to all the men in all the lands who care for freedom's cause. To our Allies and well-wishers in Europe, to our American friends and helpers drawing ever closer in their might across the ocean, this is the message-lift up your hearts, all will come right. Out of depths of sorrow and sacrifice will be born again the glory of mankind. - Winston Churchill, 1941

"What kind of a people do they think we are? Is it possible that they do not realize that we shall never cease to persevere against them until they have been taught a lesson which they and the world will never forget?" - Winston Churchill, 1941

Racism? Whatever..

I think it has more to do with the OBVIOUS threat of both Islamic fundamentalism and China. One thing about Vladimir Putin: he is no fool.

One thing about Vladimir Putin: he is no fool.

He is highly intelligent and disciplined. He does not do things without having thought them out carefully, and it shows.

We have little to fear from him "cleaning house".

I always thought that Europe stopped at the Bosphorous and extended to the Urals?

Or - since racism is a harsh word...

And, in my opinion, an unnecessary addition to this otherwise interesting article.

Putin is no idiot. He knows what would happen if bin Laden and his buddies were able to get away with the murder of thousands of people in the WTC.

The Islamic threat to Russia is seen in Chechnya and can always grow. This pushed Vlad Putin over to our side.

Good article and good analysis.

Thanks Ivan. Excellent article.

I had many of the same thoughts.

I remember reading many years ago a Nostradamas prediction about America and Russia becoming allies in a war. Wish I could remember exactly what the prediction said.

American still ends in i can!

Several high level (former KGB defectors) have warned about this plan. Fiegn weakness, break up the republic, get western aid, make big dissarmmament treaties, support terrorist attacks on the USA. The russians signed the chemical/biological weapons ban in 1969, but increased production until at least 1989 and we never called them on it. They signed the ABM treaty in 1972, but have deployed a ground based system and have been improving it ever since. They have over 20,000 ABM (patriot type) missiles in the field classified as anti-aircraft missiles. It may not be perfect, but it is 19,900 more than allowed by the ABM treaty!

Indeed, it does Vladimir. High-Tech weapons can be defeated with high-tech countermeasures. Missle defense comes to mind here.

But when Muslims use such low-tech methods as flying planes into buildings, hijacking planes, mailing anthrax, truck bombs, etc.. how is that counter-acted?

When an entire "race" of people is raised to hate for the sake of hating, to die for 72 virgins, and spoon-fed a religion based on a moon-god who wants them to die as holy warriors fighting a nation that has more than they do and they view as "ungodly" how do you stop them?

Simple. By wiping them out before they get to be a problem. Putin is dealing with these issues in Chechnya today. What happened on 9-11 is an extension of Chechnya, in Putin's eyes.

He watches what is happening in Afghanistan. He remembers the USSR's failed attempt to defeat it, and sees the United States rapid successes in convincing fashion.

Much like the Taliban who are deserting and switching sides, Putin wants to be on the winning side.

And that my friends, is not on the side of Islam.

It's all about self preservation. Political, and otherwise.

When dealing with the Russians we already have this bit of wisdom;

"Trust. But verify." (Ronald the Great)

I just don't trust them.

I searched out the Nostradamas prediction after I posted. He predicted that the new found friendship between Russia and us will be short lived. I think he is right.

,,, like mostly everyone, I never thought I'd see a Russian President sitting in a pickup truck with a US President. Keep it rolling. There's a lot of planet to be cleaned up. Russia's stray nukes are a problem - good subject for them to start with.

Charles Martel stopped the Islamic armies in 732 at Tours. Now, we face Islamic religion driven warriors again. While many say very loudly that Islam does not condone the acts of Osama and his ilk, how can we know? With the great difficulty we have in dealing with these states, how can we be sure it is not merely self-saving lip service they (i.e. the House of Saud) pay? Ronaldus Magnus' quote "Trust, but verify" has been mentioned elsewhere on this thread. Since WW2, the Persion Gulf has been the epicenter of the world's energy. It has been in Islamic hands!

I can well remember, as a young child, the gas crises of the 1970s. The implications of one bloc holding the world's POL, and consequently energy, supply in its hands are too grave to imagine.

We must support our Russian friends. I hated Commies with a passion. I was ready to fight them. But the Wall fell and things changed. Now we can see, with Vlad and George in the pickup truck, that the conflict I grew up with was an aberration. The true conflict is much older and now has come again to the fore.
