An old argument flared anew Friday when the state said it would cut off family-planning funds for Planned Parenthood of the Rocky Mountains because of its financial ties with abortions.
"We cannot award funds to Planned Parenthood because Colorado voters have twice said they do not want taxpayer dollars to directly or indirectly pay for abortions," said State Health Director Jane Norton.
The basis for the latest action stemmed from an independent audit that showed Planned Parenthood was subsidizing the rent payment of an affiliate that offers abortions, Norton said.
The announcement marked a replay of the bitter fight that erupted in 1999 when Gov. Bill Owens' administration announced that no more state funds would be awarded to Planned Parenthood because of a constitutional ban on tax dollars for abortions.
Owens' spokesman Dan Hopkins said the governor was advised in advance of the latest decision, but did not participate in it.
Planned Parenthood reacted angrily.
"They are bullying 13,000 of the state's most vulnerable citizens -- low-income women throughout the state who rely on us for cancer screening, family planning and other help," said Planned Parenthood spokeswoman Ellen Brilliant. Brilliant called the decision a "continued campaign" by anti-abortion groups.
"When is enough going to be enough to satisfy them?" she asked, noting that Planned Parenthood had "jumped through several hoops already."
But the decision to withhold money from the organization drew praise from abortion critics.
Mary Rita Urbish, a co-founder and former past president of Colorado Right to Life, called it good news.
"It's about time," Urbish said. "I am delighted to hear it. We knew that all along (there was a link in the operations). It has been so frustrating."
Two years ago, in order to avoid the loss of state funds, Planned Parenthood formed two groups -- one of them, Planned Parenthood Services Corp., performs abortions. That satisfied the state at the time, and it approved $320,000 in family-planning funds to provide low-income women with birth control and cancer-screening help across the state.
But Norton said a review completed in September by the Greeley accounting firm of Anderson & Whitney revealed that Planned Parenthood is subsidizing the rent of the abortion provider.
The department is now working with other medical providers to distribute funding, Norton said. It may also create a voucher system to directly pay health agencies that treat low-income women.
Planned Parenthood would have received $381,956 in state family planning funds from the state to provide family-planning services under a contract that would have been signed by Jan. 1, 2002.
"This makes my weekend -- it's terrific news," said Leslie Hanks, vice president of Colorado Right to Life. "That's something we've known for a long time -- obviously they haven't been in compliance."

When you and your type slink off into the dustbin of history and put the decision regarding pregnancies back where it belongs...between a pregnant girl and her parents or spouse, with the help of their spiritual advisor.
That "other help" would be the killing of unborn children, right Miss Brilliant?
When Planned Parenthood and its supporters have aborted themselves completely out of the gene pool.
Sounds like, considering their bleating about the poor affording birth control, their mission has not changed much in almost 100 years.

Good for Gov. Owens' administration. It doesn't exactly say he supports cutting them off but at least he's willing to follow the law of the Constitution. In this case. Now if Bill would take a minute and read the 2nd Ammendment.
Recently I received a solicitation letter from them.
I replied requesting that my name be removed from their mailing list,
as I did not want to be associated with Mass Murderers.
I now have State Flower license plates which state "Respect Life"
