It usually isn’t worded correctly as it was in this article - stating “by marriage”. You’re right, we wouldn’t consider an inlaw’s relatives to be OUR relatives...
It’s the same thing as saying Newsome is Pelosi’s nephew.
As I understand it, Pelosi’s husband’s brother was married to Newsome’s aunt - at one time. No relation to good old Nance but you’ll still see people claiming a relationship there.
