Sadly, our police and judiciary have stopped enforcing the law and they are now all but facilitating crime by their inaction. I anticipate that violent mass vigilantism in this country is only months away.
State police or county sheriff’s office ?
Persistence is the magic key that unlocks almost all barriers. Nothing can withstand it. Keep bugging people until they at least do something about it just to shut you up.
Try in writing then contact local TV news or newspaper if they have people who deal with consumer issues?

That’s still the way we get things back in my area. Police are too busy with drug dealers and lenient judges. Repeat offenders are more likely to disappear if they choose not to relocate out of the area.
Street justice is the best justice.
My Dad’s bike got stolen. The police would do nothing about it. My father drove into the neighborhood, caught and beat the thief and took his bike back. Problem solved.
To Protect And Serve
I would proceed with using an Attorney to contact the Police to do something since they seem to busy to talk with you.
Costly yes, but worth pushing lazy police departments.
All the Attorney has to do is call or write a letter and supply the pictures.
If the cops do not want to do anything they department can be sued . Oops sometimes you have to be a bully.
Easy. Go to the place, ask to take it for a test ride, and test ride it all the way home. Keep a truck or car a few blocks away for easy loading.
Didn’t know the cops could be pressured that way. Cool.

I run in to unsavory people on occasion who refuse to pay for services I provided. (I don’t do walk in work anymore because of it.) I have goons which which I have befriended to help with such situations. In my neck of the woods, Ukrainians are common. (PNW.)
Lots of folks hide trackers on their bikes for this very reason.
Recognize the city office Law Of All Things. There are three employees in the city office who have brain cells and are awake. You must find them. One is named Cheryl. They will help you.
If you do go there, make sure you scope out the neighborhood before hand. It may be a no-go zone for citizens.
Will DA or city attorney even prosecute?
