Longtime Delawarean here. He basically ran one tough race in Delaware, when he first won a Senate seat in ‘72. After that he never really had a strong opponent. He flamed out badly in two primaries, in 1988 and again in 2008. He rode Obama’s coattails to the White House, and then won in an election where he did virtually no campaigning. He presents an image as likeable blue collar guy but the reality is that he is a windbag politician that spins like a weathervane in response to whatever he needs to win an election. I don’t think he has ever had an original thought in his life.
