Pure lying to get clicks. I have been in and out of New York all through the 80's, 90's and 2000's. Lived in Ft Hamilton, traveled heavily in the Bronx and Brooklyn, worked at the old airfield, even did some work there for a church Russian evangelisitic campaign.
Nobody gave a **** about women reading in public.
