“Black Rain” Yes, great movie. The real star of the show was the Harley XLCR.

Searching around just now I found some lousy coverage of this, and decided you're probably right, or close to being right.

There are only three photos I can find, the same ones that are in the dailymail.co.uk article posted here.

In one of them there is the "tar-like substance" on the hood of a white pick-up, but the snow in the background of that photo, and the pavement on either side of the vehicle appear mostly free of the stuff, although there is the stuff spread out in front of the vehicle and off to one side.

An article mentions "on people's roofs" etc., but at that point shows nothing but one concrete porch area. Needs more zoomed-out, wider area focus. The isolated close-ups leave out the information --- just how much of it is there?

If it was something else other than coming from a passing aircraft, or ultimately man-made phenom --- it would be spread around evenly, a wider area, one would think.

I don't know if there's any old coal-fired power plants nearby that could have been cleaning old gunk out of their stacks, then burning and blasting it out and up, to have it fall back to earth some distance away -- but I'm stretching here in this, and have never heard much along those lines. Not that I can clearly recall.
