Whether or not he wants to press charges should not matter. "ter·ror·ism; noun: the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims." Terrorists should be prosecuted regardless of forgiveness from the victim, and this attack was, by definition, terrorism.

Didn’t press charges? That person will be embolden to do it to someone else.
As a Catholic we are taught that Peter was the first Pope of the Church; when Christ had to select someone to lead the Church after His departure, he picked the flawed individual who cut off a man’s ear defending Him in the garden. John “the beloved” has his reward as the caretaker of Mary, and was the only Apostle to die a natural death. Peter led the Church, even insisting he not be crucified in the same manner as Christ as he was unworthy. Also, Christ Himself didn’t mind whooping some asses when the temple was defiled - even used a belt!
When I was taking a refresher course in the early seventies, one of the students asked the priest about lawsuits.
The priest said according to Catholic teaching, you have a choice in that one. Either way is fine.
Probably the person who does it for the sake of others in a similar situation is making the better choice, but we don’t have any idea of the victim’s personal life and other moral reasons he may have for not pressing charges.
The victim endangers others by not taking action - in my humble opinion, a sin of omission if the perp kills someone doing the same thing next week.
The church does not take a stand on some issues. Like whether to remain friends with someone who rejects you as a future spouse.
I kind of like that. As opposed to some religions that try to tell you which shoelace to tie first.
I get it; I just don’t think matters are helped, or the future improved, when someone “lets it go”. Heck, the victim can even appear on behalf of the perp seeking leniency - but document these acts of violence. Unpunished, they set a tone that leads down a dark road. And as I pointed out, if this perp kills someone next week pulling the same stunt, is the original victim culpable if he/she enabled the attack?
As far as refusing to take action when crimes are committed, the Church has lost all credibility; how many minors were raped because the Church didn’t “take a stand”?
At any left wing demonstration, pray for them. They HATE that!
