I see this as a follow up to this message sent out to all Army retirees 2 weeks ago. From what I seen here, it was NOT sent to members of the IRR, thus they can be recalled by the President’s proclamation you posted.

Here is the full text of the e-mail I received from the Defense Finance and Accounting Service:

The U.S. Army is reaching out to gauge the interest of our retired officers, noncommissioned officers and Soldiers who would be willing to assist with the COVID-19 coronavirus pandemic response effort should their skills and expertise be required.

These extraordinary challenges require equally extraordinary solutions and that’s why we’re turning to you — trusted professionals capable of operating under constantly changing conditions. When the Nation called — you answered, and now, that call may come again.

If interested and you remain qualified to serve in any of the following health care specialties: 60F: Critical Care Officer; 60N: Anesthesiologist; 66F: Nurse Anesthetist; 66S: Critical Care Nurse; 66P: Nurse Practitioner; 66T: ER Nurse; 68V: Respiratory Specialist; 68W: Medic - we need to hear from you STAT!

If you are working in a civilian hospital or medical facility, please let us know. We do not want to detract from the current care and treatment you are providing to the Nation.

While this is targeted at medical specialties, if you are interested in re-joining the team and were in a different specialty, let us know your interest.

I don’t know if there are a million former military medical personnel in the IRR and National Guard to recall. But this is constitutional for the recalling of those officers, non-commissioned officers, and enlisted personnel who are members of the Individual Ready Reserve. After one serves their initial enlistment or officer service, they are discharged and placed into the IRR. See this Wiki article for a good description of the US Code that authorizes the IRR and its members being recalled to active duty. After I retired at the 20 year mark, I was given retired/retainer pay and put into the IRR and was subject to recall until I had a combined 30 years of active and retired service.

Putting military medical people into the fight for shortages of medical people in specific locales. Military people can be ordered to go where needed. Getting the private medical industries to move their people around the country from places with little human resource shortages to places that need more medical personnel is legally more problematic for the federal government to do, than using the command authority of the military. That is my guess what Trump is looking at.
