If I understand correctly, you do not need to be an elected official to hold the Speaker of the House role. If that is in fact the case, I would be more concerned about Hillary than the Chinese. Just ask Ron Brown... Oh, never mind.
Now, that statement is a Direct Threat and a dare.
This tells me China is about ready to pounce for the prey and they have psyched themselves up to the necessary ‘Warrior’ mindset. They are confident that they can trash talk Biden into doing nothing except their bidding.
Sum total: I’ll bet Nancy does not go. Even she may be less than eager to go over there just for all the international attention. In a normal administration, Joe would be going over, since he’s more or less the ‘president’. Everyone knows this kind of delicate diplomacy is far beyond Joe’s Skill Set at this point in his now enfeebled life.
