Well, if SpyGate co-conspirators suddenly start getting rounded up and indicted by the new AG, that will indicate that you are right - that Sessions was behind the DOJ’s passivity. If there is no rash of indictments, that will indicate I am right - that it was Trump who was calling the shots (or lack thereof).
As for the Mueller witch hunt, we will never know whether a different AG could have prevented it or brought it to an quicker conclusion - I suspect it will wind down fairly soon regardless of who is AG.
