The HIV-AIDS connection has always been questioned by a lot of people. MSM will never show this the light of day. It's too handy to have a pathogen that can be protected that coincidentally protects a "special class" of citizens.
In that other thread, someone challenged you to have an aids victims blood injected into you regularly, you claimed no, they are sick from other infections. Ok, lets change that, would you allow yourself to be injected by nothing else other than the HIV virus over a period of time?

A: Gaps in Foreign Relations.
The better question is how do you force relationships between countries previously unencountered and get the taxpayers to pay for it?
Secondary question is how do you maintain growth in scientific achievement to add to a technologically superior edge against other countries?
AIDS medicine is a huge asset in international relations for those nations that develop and produce it.

Already been done. But yes, if CDC/NIH would agree to supply me with purified HIV, publicize the event, and regularly report on my progress, I would volunteer to do so in the name of science (that is, saving lives).
