With the collapse of the Soviet Union, a great opportunity was lost to create a massive mutual tourism program between the US and Russia. Even heavily subsidized, Americans should have flooded Russia, and Russians should have flooded America.
Had it lasted for just a decade, the benefits to both nations would have been incredible. Vast areas in Russia, full of unexploited resources, picturesque forests and lush farmland would have been irresistible to American developers, who would have been building entire cities, and making themselves and Russia tremendously prosperous overnight.
For their part, the Russians would have become enamored with American technology and abundance, style and design, and, strangely enough, environmentalism, which Russia desperately needs. They would be open to a hundred Americanized cuisines, entertainment, opulence and liberty.
It would have been a heck of a decade.
Russia was in the Green Card lottery for a decade - so many Russians came to the USA that they had to exclude Russia from the lottery - because they reached a point where they did not qualify - like Mexico, Canada, India, China and other countries with big minorities here. I don’t think another diversity program is necessary . The DV-visa is bringing plenty of diversity in the USA already.
Bottom line: she's lying.
