Yes, a pipeline through Syria rather than Israel wasn’t smart, and the Saudis probably knew it at the time. Times have changed. As to relations with Israel, could the Saudis recognize that a Republican, a Trump perhaps, if relations are to warm, this is the time to do it.

The Iranians will be extremely happy with this. They get the Saudis to collapse. That's the only reason they were "anti-Israel" -- Hamas are Sunni and hate Shia
Another nice thing about a huge, purpose-built, EPCOT-like megalopolis for all Arabs to reside, is, if they got nuts again, one air raid, goodbye.
Great point about the pipeline.
The Saudis have most of their oil fields in the predominantly Shia area of the country.
I think it's safe to assume that such a futuristic city would have next generation air defenses.
