Today's testimony does not seem to knock off the theory that Mueller is really after Hillary either.
That Mueller is apparently involved in the activities being investigated really taints that narrative though.

Here is a possipility on that:
Mueller was only following orders, and was doing something that had been authorized by congress. He has considerable knowledge that puts his own life in danger, and is carefully legally prosecuting those that need prosecution, and in the end will prolong his own life.
