If a person can't get a job with a four year 'certificate' then you're right. Let the deadbeat universities pick up the tab.
I'll go one step further... the government can assist the victim by offering free job training in a skilled trade. After enough 'failures' students attending that university will not qualify for pell grants... or any other federal money.

That’s why American students stupid enough to pursue a software engineering or computer science degree should get their student loans wiped out. Paid for (only) by large taxes of American traitorous companies hiring Indian H1B scum and H1B processing fees.
