Note that the plane landed back at Manassas Regional Airport, About 40+ miles outside of DC in suburban VA. What’s close to that airport (it’s a small one)? The FBI headquarters in Quantico, VA. Just try to commute to DC from Manassas — you’ll regret it. Traffic is horrendous. Getting to Quantico would be a breeze.......30 minutes max. An easy trip if you were transporting forensics)

Not getting into things I don’t understand, and not wanting to bring down trouble, this will be limited.
Years ago, I worked with uniformed DOD guys, who were at a three letter agency, who described just a tad about how civilian ISP’s, and then every user of those ISP’s would be pinged with seemingly random, innocuous, unorganized packets. The “pings” were intentional, seemingly never the same, generally low volume (but could spike), packet chaos. However, what was really going on, was source countries ascertaining the cumulative available space, ram, and much more, from literally everyone in a target area or global region.
It went much further.
Within useless random packets were pieces of hidden useable numbered commands to find other related pieces of numbered commands, (in my uneducated laymen’s terms), to re-assemble, but not on one single drive, but rather re-assemble across all users of say a group of civilian ISP’s. So essentially, thousands of devises could and would be unknowingly used as a single entity, (not one entity knowing anything by itself, kind of like an unknowing proxy sci for numbers/code.
He described how at least a couple dozen countries were doing it, and we were able to do much more, and we had the “ai assets” to both identify, (to “look over their shoulder”), and to follow what was important to the jurisdictions of origin.
The information (and aggregated commands) would then be “disassembled”, and seemingly random innocuous packets bounced all over the world through other “proxies”, and eventually back to a “reader” source, which was capable of reading multiple proxies simultaneously.
It’s old news but nuts.
Essentially, everyone becomes a small piece of a larger proxy, or everyone becomes someone else’s proxy or partial “vpn like” asset.
Of course, all of this was and is necessary, but illegal. At least in Western conventions.
Many people I have served with over the years, have communicated the “open civilian net” is not actually “civilian”, and is real global weapon.
Not much is what it seems.
Of course the sky is the limit with this.
