I can see absentee ballots being numbered sequentially and given out as asked for.
True, but I'm reading this as the ballots are sequential in the box / in the count. There's near-impossible odds that ballots mailed out to people, and returned through the post office, will have gotten turned in in sequential order, counted in order, and then boxed in order. You'd be four-leaf-clover-lucky to find two sequential ballots right next to each other, much less whole piles of 'em!
