I haven’t seen the movie but does it specifically say True the Vote has the names of the ballot mules in it? If you don’t have the names of these people, they won’t be arrested. It’s as simple as that.
I’ve seen Tucker mock the claim that 2020 was a fair election any number of times. Regardless, Tucker is one of the best voices in the media even if he doesn’t meet every little demand from people who don’t host tv shows at all.
I imagine alot of pressure was put on Tucker by Fox News management.

Tucker always lets out a laugh when he mentions Joe Biden adding, “...who got 80 million votes”. He doesn’t for a minute think the election was fair. He just chooses his words wisely gets his points across with subtlety.
They mention the names of and discuss books and movies all the time. That’s the point; to advertise them.
Let’s use our brains here. Tucker Carlson isn’t trying to sabotage Dinesh’s movie. Tucker having Catherine Englebrecht on his show was an obvious attempt on his part at an end-run around the network’s blackout of coverage of 2000 Mules.
At least Tucker acknowledges the election fraud with sideways comments. That’s more than anyone else is doing in the media.
