Looked up the delegate who introduced the bill. She is a delegate of color. Claims the frontal lobes of ‘youth’ aren’t fully developed until the age of 25, so they shouldn’t be accountable for crimes up to that age.
As others have pointed out, they apparently can choose their sex at age 5 or so, ought to be allowed to vote at 16, but control criminal tendencies—that’s crazy talk!
Looks like The Offspring need to update their lyrics.

That creates a market for hiring murderers 25 and under.
Those 25 and under have a license to murder as many as they want, without any real punishment ‘by the authorities’.
The argument that they’re impaired because they’re only “youth” and their frontal lobes aren’t fully developed until the age of 25 also means they shouldn’t be allowed to sign contracts, vote, play the state lottery, donate to political campaigns, drink alcohol, smoke cigarettes, etc.

Guess the age of reason at age Seven, no longer applicable to the miseducated today’s Americans.
A good example is these leftist DA's who increasingly make policy to decline charging criminals for increasingly more serious crimes, like theft. The Dallas County DA stated that shoplifting thefts under $750 would be no-billed, essentially legalizing theft. It's bled over into my neighboring county, where shoplifting is up significantly.
I watched a POC wheeling a cart full of cases of beer out of the door of my local supermarket unpaid, with the store managers just watching him.
95% of felony murders are committed by men under 25.

So murder is OK with democrats, as long as their constituents commit murder. This idiocy would allow their people to go wild and kill with zero chance of going to prison. And this is what the democrats want.
