Street gangs will commonly use initiates under the age of 18 or so to do some of their killings, especially if their state of residence has relatively lax juvenile punishments. This action, as you recognized in your post, just expands their pool of potential hitmen.

Murder charges for the one who physically caused the death. Felony murder for his accomplices in the initial crime, even if they were in different rooms, outside as lookout, had no intention to commit violence, did not know one of their group was armed.
Some “legal scholars”, woke advocates, are claiming burglary is not an inherently violent and dangerous activity.
I don’t care if accomplices get charged or not for the death of one of their own. I care very much if they don’t get charged for the death of an innocent victim.
My guess is that 75% plus, maybe closer to 90% of felony murders are brought against people under 25, as younger people are more likely to commit crime in groups.
There are felony murder cases that go.too far but a blanket prohibition of charges against people under 25 is immoral.
Under the proposed changes, a gang could commit kidnapping, robbery and rape with everyone fully intending to do so, but walk on the murder part if only one of them caused the fatal injuries.
The goal in this is to get the country to accept near complete gun control.

Which means if they can’t figure out who caused the death, all of them will walk on the murder.
There will no longer be any leverage to get the accomplices to say who did it.
