Remember, it’s per 1,000 people in those tiny towns! It could be demographic, as folks allude to. People are human and sometimes small towns are every bit as corrupt as the big cities that they cluster around.
For example: Look at all the small towns sandwiched between Chicago and Detroit. Two big cities notorious for their corruption and crime.
I grew up in the South Bend-Elkhart area. And go back every few years to visit family and friends who stayed behind. Growing up, everyone wanted to “get out of that place. If it’s the last thing we ever did.” My memories on balance are happy ones, though.

Ive lived in Birmingham, and done business in Bessemer. doesnt surprise me. Ive lived in K-zoo, MI again not surprised but I dont remember it being a hotbed of criminal activity.

A young man I know drove a hotshot for awhile. He went everywhere in the US and slept in his van in all kinds of weather. Money the very hard way.
He stopped by on a layover and we visited for quite awhile. I asked him where he felt most threatened. Answer, the SE. Full of thuggish red necks. The single state? Kansas, wide open spaces and not many LEOs to go around.
Best place? SE Oregon, almost vacant.

You can't generalize about big cities. Los Angeles is vastly spread out. Plenty of ultra-safe, affluent neighborhoods with tons of private security.

I can’t remember the detail of where I was, but I once had a conversation with a cop who had interviewed for chief of police in East Point. I told him that was the best job he never took. He wasn’t familiar with metro Atlanta, but he figured that out on his own in the interview process.
