Ukraine and Georgia were ALREADY neutral, if not very friendly to Russia, when Russia attempted political assassination in Ukraine and sent its troops into Georgia to annexe regions.
Ukraine had a pro Russian president and a not Russophobic Rada in 2013 when Putin blackmailed them so hard it triggered Euromaidan.
Ukraine, Khazakstan, Armenia, Azerbaijan, Tajikistan and Uzbekistan have all cooled in their support for Muscovy. Uzbekistan even summoned the Russian envoy to explain why there are Russian politicians proposing that Uzbek regions should be annexed.
Why can’t people see what even the Commonwealth of Independent States can see?
Russia, under Putin and Medvedev, doesn’t like “independent” states on its borders. It wants direct control over all of them.
If they can’t get a willing traitor to his people - like Yanukovych, Lukashenko or Kadyrov - installed as Gauleiter for Life, they invade and annexe.
“Security” is the most bullshit excuse ever for that mentality. As has often been pointed out, the eleven time zone angry hornet nest that is the leadership of the Russian Federation could nuke the world many times over and they’d willingly do it for the most pathetic of reasons - butthurt. neither China nor NATO was ever going to invade Russia for that reason. None of Russia’s neighbors were ever going to attack it.
Ukraine tried being neutral and tried downplaying the assassination attempts... and look what that got them between 2004 and December 2013.
NATO and the EU have clout in Ukraine because Ukraine was no longer willing to entertain “neutrality” as long as “neutrality” was just a shit excuse for Russian aggression to go unpunished.
