He is confusing the Patapsco River leading from the Chesapeake Bay into the Baltimore Harbor with the Susquehanna River 30 miles north of there, which has both a car bridge and a train bridge between Havre de Grace and Perryville, Maryland. The waterways are of similar width (Patapsco is wider at that crossing), but the embankments are very different.
