Well, white people in light clothes tend to reflect more light than black people in black clothes. It is a flash picture probably by a cheapo pre-digital camera so the people close to it are really bright.
He’s always eating drinking or smoking something
Look closely at the shadow of his hand, fingers, & can.
Nothing else seems to have the typical flash shadow.

Flash shadow looks OK to me especially if not used with a diffuser panel ,, look at the far left man , dark hair & sideburns.. I vote “not shopped” ,, nothing in the pic that’s harmful.. and wouldn’t that be the point of shopping this pic?
