No one...The terms were "leading to the capture and conviction"....
There was NEVER an intended payout. I believe their orders were..."Kill on sight".

Nobody gets any reward, and that was how they had it planned.
The reward was offered for info leading to arrest and conviction, and they knew that they were not going to allow him to live and blab out the facts in court.

It is a subspecies of Contract Law.

The guy that shot the Waco Tear Gas Canister, that’s who. He must have used the same type of ‘hot’ canister that the FBI, or the US Military Advisors, or the ATF, or the IRS or the CIA, or the DEA, or whoever fired them off at Waco - I never really did hear any agency take credit for that fine, fine act that resulted in the deaths of dozens and dozens of men, women and children.
