I agree with everything you said. I admit, though, that I don't have much respect for folks who are deliberately irresponsible parents, or who believe the world revolves around them and their children.

With some parents it’s hard to tell if they don’t really care of they are afraid someone will see them slap the crap out of the kid and get CPS called on them.
Now a baby crying like a pterodactyl, I’d say the kid just wants to be held and comforted. Why parents can’t do this is beyond me. In fact by what you said..”Then it happened again. And again. And again.” The child was being ignored and was desperate for attention. I’m gonna say if mommy just held him/her the child would quite down. As you say however most just ignore the child and let them cry and annoy everyone else.
Then we wonder why children are banned from places like that.
I don't go to restaurants that feature fish heads. Me and my mutt only go to places with class.
I’m not at the fish-head restaurant, either, although I’m sure my cats would enjoy it.
Hubby and I were discussing this story earlier, and we were in agreement that fancy restaurants should have a child policy. We have 10 children. We took them all to restaurants when they were infants. With one exception, we had no behavior issues. Our one problem child did not like certain kinds of music or sounds or something. He was an inconsolable baby at times. So we didn’t take him out anymore. We could not even leave him with others because he was so sensitive. LOL. He is a very annoying contrary child to this day. I blame his father though our other children say he is just like ME.

Now if this were a toddler or young child up until age 5 I'd agree with you re: unsocialized. Even then, parents are taking their chances if the child is tired and crabby, or over-stimulated and hyperactive.
We had our children in restaurants when they were very young and were fortunate (or experienced?) enough to know when we could take them with us vs. when not.
On one instance, my oldest son (who was seven at that time) decided to act up in a restaurant that the wife and I frequented. His acting up didn't last two minutes until we were out of the restaurant and sitting in the car until my wife finished her dinner, then came out to watch our son until I went back in side and finished my dinner.
He NEVER acted up again after that. He didn't get away with it, we didn't permit him to make a scene and he learned quickly he didn't "win" in those situations. He also went to bed hungry that night, which was probably his biggest lesson.
But then, that's the difference between a 7 year old and the infant in the story.
Today someone would spy you spanking your child in the parking lot and call 911. You would have child protection after you. The world has changed a lot.
A ticket to get into a restaurant? Not my kind of joint I guess.

All children are dirty little animals. Until they meet up with a loving parent who will use compassion and discipline to teach them how to behave among other humans. And a vast array of other things.
Anyone can be a mother or father. Being a parent is a highly specialized and special job. It's not for everyone.
We call that “plate scrapings” and it goes into the dog bowls.
