Lowest bidder practice, poor quality materials, poor quality control/inspection...many things play into poor highways.
Design changes, like 10-15" roadways and better sub-road construction, have improved durability, but older roads were not built in the same manner so they suffer from failure now years down the line.
A sheepsfoot roller equipped with Intelligent Compaction equipment.
One of the most important pieces of equipment for road construction, IMO.

My office, is inside #3 (the West Loop between I-10 and Westheimer). Ironically, the picture in the article... is not. That is a different portion of 610. So much for accuracy :)

I290 (Eisenhower) Chicago to Oak Brook: a 5mph parking lot 16 hours a day.
Saw a report in Houston about bad traffic interviewing drivers stuck near the Galleria on Westheimer.
Money quote from one driver:
"I moved here from Chicago. This isn't bad."
Absolutely correct.
