Its a vip security motorcade. In rural areas they generally go much faster than urban areas. For security reasons.

I can ask the same type of question. Why did the kid dart out in front of the truck?

It is possible given the conditions that they were going too fast.

It’s also possible that the kid wasn’t paying attention.

However, I’m fairly convinced this would be handled entirely different by the media with a republican.

But I remember a few years ago US military hit a woman in Iraq, on video...for similar reasons they could not slow down for any reason. The outcry from the left was swift. In particular a guy named Cenk Unger was raging mad. I suspect he will react differently to this incident.
