Strange, I heard him and he does not have an accent. It must be your with the accent.
Lt. Higgins definitely has a noticeable southern accent, but he’s perfectly understandable. I’ve heard people from Northern Florida/Southern Georgia who had such thick, unusual accents that I really couldn’t understand what they were saying.
Parishes are the first level subdivision - called “counties” throughout most of the USA.
Small towns are small towns everywhere. Parishes in Louisiana are called counties in the other 49 States. It is the French legacy as well as the judicial system.

49 states have counties, Louisiana has Parishes.
Actually Alaska does not have counties either which can mess up county level data comparisons.
Nothing. They do not exist.
A good chunk of the state (at least in terms of population) is divided into boroughs, which seem to have some but not all of the functions of counties, and a good chunk of it is “unorganized,” with the unorganized portion being divided by the census bureau ingto ten sections.
I don’t know the fine points, but in terms of organization, Alaska is more of an outlier. In terms of English Common Law, Louisiana is more os an outlier.
