This man in the photo is not the Las Vegas shooter. This man has higher cheekbones and is at least 10 years younger than the 64 y/o killer. I guess to ISIS, most American white middle aged guys look the same.

And how could the FBI, this soon after the event, say this guy definitely was NOT associated with anyone from ISIS. Unless they really are are archiving all of our phone calls, internet activity, GPS coordinates, banking activity, etc. etc., such that they can do a quick database query on anyone and instantly know everything he's done and everyone he's talked to for the last year. That is very possible.
That could easily be someone else.
