They are coming. The US will have 2 manned systems tested by this time next year and potentially another 4 systems to choose from in about 5 years.

There was a proposal to strap some boosters onto Skylab, and send it toward the Moon for insertion into lunar orbit.

In 1975, I visited NASA in Houston and saw a lowly table in a corner where they had a plastic model of the Space Shuttle perched on the back of an airline jet.
