I did click the link to read the article but nowhere did I see that he a) stopped payment at his bank or b) stopped payment at his credit card co. He went to the state AG to force a ‘cancel’ button. Seems like the long way around, but he can go down in history as the cancelbutton guy I guess.

There is not design flaw in the system because your view of the process is not factual. You're information is incorrect.
I have experienced the problem a few of times over the years with magazine subscriptions and monthly donations to various charities. I've never needed the cooperation of the people who were receiving my money to stop the transaction.
You do not need to involve the receiving party or payee to stop your auto-pays, or in this case, a recurring donation.
All that is needed is a request to stop the transaction with your bank, not the ultimate receiver of the money.
If for some reason, that fails (I don't know why it would not solve the problem--it always did for me), then close the account and open a new one. Or in the case where a credit card is used, simply cancel the card and get a new one.
The payee cannot draw on your new account without the new account information and your authorization for them to continue to get your money. Otherwise they are left holding the bag, not you.

If I’m your customer (bank, credit card), you do what I say. If not, you lose all my business. There are dozens of banks, and thousands of credit cards who want my business.
I bought an inoperable computer from a company who said they would “fix” it, but would not “let me” return it. I told them fine, I call American Express, and I keep your money, AND your computer. Amazing how fast they told me how to send it back.

Oh, it’s been factual for me. I approached my bank about stopping an automagic payment one time and they referred me to the merchant. They claimed that all they could do was set my account not to accept those type drafts, which wasn’t what I was trying to do, and I didn’t press the issue at the time. If that’s atypical, I’m glad to know that.
So atypical in fact that I would change banks. You're their customer, not the merchant.
The merchant or payee cannot hold you and your money hostage to steal from you when you want to stop whatever transaction was automatically paying them previously.
It required your request and signature to start the withdrawal and all it should take to stop it is your request and signature as well.
Who you are paying is not the bank's business or concern. Neither is it within the purview of the payee or merchant, to decide to keep getting your money after you decide to stop the cash flow.
You are the one in control of the process, not the bank or payee.
