Any chain linked area can be called a cage. In this case, “Cages” are large chain linked enclosures. Kids cannot be kept in one large open group. The fence separates them by age and maybe sophistication. You wouldn’t put a 15 year old MS 13 in with a 7 year old. The older and stronger will abuse the others. Also if there is a group problem the staff cannot handle 200 as well as they can smaller groups kept separated.
Chain link was used by Obama because he let so many minors in they didn’t have enough detention facilities to accommodate them. It can be installed easily to separate areas in a large building.
